After Clendenin Mayor Bob Ore refused to swear in the elected council member, Kenny Payne was sworn in by the Kanawha County Commission on July 23, 2009. The Country Times has received a copy of his OFFICIAL swearing in document, signed by Kanawha County Commissioner President Kent Carper.
